RST/VPP: Reset/Programming Supply Voltage: A low on this pin for two machine cycles while the oscillator is running, resets the device. This pin has no pull-up. In order to use the internal power-on reset, an external pull-up resistor must be connected. This pin also receives the 12V programming pulse which will start the EPROM programming and the manufacturer test modes.
